the pdf download seems to be missing the first 10 pages. It begins with page number 11 on the bottom , but the pdf shows page 1 of 10. The first received page starts as follows:

e) The church and minister cannot elect for the minister to be an
employee for Self-Employment Contributions Act (SECA)
purposes. SECA is the self-employment equivalent of FICA.
